SANAS, the South African National Accreditation System, recently updated the R47 which is the document regulating the way in which accredited B-BBEE Verification Agencies should conduct their operations and B-BBEE verifications. Any B-BBEE Certificate issued on or after 7th October 2020, must contain the following information as per the new R47-03 in order to be considered valid:

  • The unique accreditation number of the verification agency and the SANAS accreditation symbol; 
  • The score per element including the totals for each;
  • ‘Black’ Ownership percentage;
  • ‘Black’ Woman Ownership percentage;
  • ‘Black’ Designated Group percentage;
  • ‘Black’ Youth percentage;
  • ‘Black’ Persons with disabilities percentage;
  • ‘Black’ Unemployed People percentage;
  • ‘Black’ People living in rural areas percentage;
  • ‘Black’ Military Veterans percentage;
  • Indicate whether the Modified Flow-Through principle was applied or not;
  • Indicate whether the Exclusion Principle was applied or not;
  • Indicate whether the Discounting Principle had to be applied i.t.o the priority elements;
  • Empowering Supplier status;
  • The financial year-end applied;
  • Name and signature of the Technical Signatory (of the verification agency);
  • Any amendments to the certificate must be clearly documented;
  • A Consolidated Certificate must be indicated as such. It must refer to an attachment that incorporates the names, registration and VAT numbers of organisations included in the measurement;
  • In terms of the reflection of the level and points on the B-BBEE Certificate, the following is applicable:

  1. Participated in YES Initiative: Yes/No
  2. Achieved YES Target and 2.5% Absorption: Yes/No;
  3. Achieved 1.5 x YES Target and 5% Absorption: Yes/No;
  4. Achieved Double YES Target and 5% Absorption: Yes/No.

SANAS refers to B-BBEE Certificates but does not refer to some requirements regarding hard or soft copies. They only refer to the information provided and items displayed on the certificate, but in essence, it is intended that the same rules would apply for both.
